Business purchase

Commercial Opening Radar is intended for business customers. By purchasing, you confirm you are at least 18 and authorized to act for the named business.

Scope

The one-time founding pilot provides three manually verified current public-record signals and two weekly updates for either the City of Toronto or New York City’s five boroughs and a commercial sprinkler/standpipe scope. A record is “current” when reviewed against the official source within two business days before delivery. Signals are derived from public permit and job-application records and include source, official identifier, observed status, date, relevance note, and limitations where available.

The pilot is operational research only. It is not legal, safety, code, procurement, or compliance advice. A signal does not prove that work is open, unassigned, eligible, available, or commercially suitable and does not guarantee contact, response, award, sale, or revenue.

Prices, taxes, and renewal

U.S.-dollar purchases are US$49 and Canadian-dollar purchases are C$69. Buyers are charged in the displayed currency; applicable taxes, if any, are shown before payment. Both are one-time pilot fees with no automatic renewal, no subscription, and no recurring charge. The pilot does not promise a future recurring service or credit.

Your responsibilities

You remain responsible for independent source verification, fit assessment, lawful prospecting, and all business decisions. Do not provide credentials, private plans, payment-card data, personal homeowner lists, or unnecessary sensitive information.

Source limitations and provenance

A public source can change, correct, delay, or remove a record. Coverage may be incomplete, delayed, contain filer errors, or be temporarily unavailable. Public-source facts remain subject to the originating agency’s terms and availability. A source outage may delay delivery; we notify the buyer rather than substitute an unverified record.

“Source-identified” means a delivered item preserves the applicable official dataset route and official record identifier so the buyer can independently check the source. It does not promise that the agency provides a stable row-specific URL. Toronto’s server-rendered catalogue placeholder and its fully rendered page/API can temporarily disagree; we use the live CKAN datastore, official identifier, and observation time.

Contains information licensed under the Open Government Licence – Toronto. NYC data is attributed to the New York City Department of Buildings under the NYC Open Data terms. Public Signal Works does not reproduce city logos, is independent, and is not endorsed by either city.

Liability boundary

To the extent permitted by applicable law, aggregate liability relating to a purchase will not exceed the amount paid for that purchase. This does not exclude rights that cannot legally be excluded.

Privacy notice

Information received

We may receive a work email, business name, selected metro and service scope, support correspondence, payment-status metadata from Stripe, and feedback on delivered records. Stripe processes card details; Public Signal Works does not receive or store complete card numbers.

Use and sharing

We use this information for fit confirmation, payment, delivery, support, corrections, abuse prevention, accounting, and legal obligations. We do not sell recipient addresses or other personal information. We share information only with service providers needed for email, hosting, payment, and delivery, when legally required, or at your direction.

Public-record data

The pilot minimizes personal data and does not provide personal contact enrichment or homeowner-targeting lists. Delivered records may contain project-location and organization information already published by a city source when relevant to the purchased business scope.

Retention and cross-border processing

We retain purchaser, contact, delivery, and payment-status information only as reasonably needed for delivery, support, disputes, accounting, and legal obligations. suppression records are retained as needed to honor opt-outs. Providers may process information in Canada, the United States, or other countries where they operate.

Your choices

You may request access, correction or deletion of information we control, subject to verification, suppression needs, and legal recordkeeping requirements, through the contact page.

Cancellation and refund policy

Before work starts

You may request a full refund before we confirm that work has started.

If we cannot deliver

We will deliver the initial three-record brief within five business days after confirming the selected city and scope. If we cannot identify three records meeting the published criteria by then, we will cancel the pilot and refund the pilot fee. Source outages may delay delivery; we will notify the buyer rather than substitute unverified records.

Material defects

Report a material source, status, duplication, or scope problem within 14 calendar days after the affected delivery. We will investigate and correct a materially nonconforming row or delivery. If we cannot materially conform the pilot to the purchased scope, we will refund the affected purchase.

External changes

A later change, correction, removal, or withdrawal by a city source does not by itself make a point-in-time delivery defective. This policy does not limit mandatory legal rights.

Digital fulfillment

Effective August 7, 2026

Nothing is shipped. After payment and complete intake, Public Signal Works delivers three manually verified starter signals within five business days, followed by two weekly updates approximately seven days apart. An update may state that no new matching records were found; we do not recycle stale or unrelated records or lower the criteria. Deliveries are sent by email as a concise briefing and CSV or equivalent structured file.

Each delivered signal includes the official dataset route and record identifier, displayed filing status/date, work summary, relevance label, and limitations available from the public record. “Manually reviewed” covers the displayed source identifier, address, filing/application date, current displayed status, and apparent scope relevance shortly before delivery. It does not verify project availability, procurement status, code compliance, filer accuracy, or buyer eligibility. A review-required item is intentionally marked as uncertain rather than presented as a confirmed commercial opportunity.
